L’administration Biden relance un programme d’immigration de l’administration Obama qui permettra aux entrepreneurs étrangers de travailler aux Etats-Unis pendant une période pouvant aller jusqu’à cinq ans, pourvu que leur startup attire au moins 250,000$ de capital-risque, qu’elle embauche 10 employés ou qu’elle atteigne d’autres repères. Il faut noter que ce programme n’est pas basé sur des visas, mais plutôt sur « the authority of parole », c’est-à-dire la pouvoir discrétionnaire de l’USCIS d’autoriser l’entrée de certains ressortissants étrangers sans visas.
